The 13th Judicial District Victim Services Unit in Colorado covers several counties within its jurisdiction. These counties include: Kit Carson County, Logan County, Morgan County, Phillips County, Sedgwick County, Washington County and Yuma County.

If you are in danger or this is an emergency call 911!

  • IMPORTANT THINGS YOU MUST KNOW WHEN CALLING 9-1-1 FROM YOUR CELL OR INTERNET PHONE

    • The exact location of the emergency – (address, street intersection, landmarks, city, county, mile marker, etc.) When calling 9-1-1 from a cell or internet phone, your location may not automatically display to the 9-1-1 center as it does when calling from most homes or businesses. IF WE CAN’T FIND YOU, WE CAN’T HELP YOU!!!

    • What the emergency is and what type of assistance is needed.

    • Your cell or internet phone number (in case you get disconnected).

    • Stay calm and speak clearly!

    • If you are calling from outdoors, remember that wind and weather can make it very difficult for us to hear you. Please don’t become agitated if we ask you to repeat – it’s because we are having trouble hearing you!

    • Do not hang up until the 9-1-1 call-taker has obtained all of the information that is needed to get you help.

    • Your call may be disconnected if the signal is lost. CALL BACK IF YOU ARE CUT OFF.

    • When calling 9-1-1 on a cell phone, stop if you are in a moving vehicle. It is difficult to obtain all of the information needed if you are getting further from the emergency.

    • Your call may be answered by a 9-1-1 center that is not closest to you. STAY ON THE LINE while your call is transferred to the closest 9-1-1 center to your emergency.

    • 9-1-1 calls, most but not all call centers in 13th Judicial District CAN receive text messages. If you do send a text message and DON’T receive a timely response then call 911!

What is the definition of Victim?

"Victim" means any natural person against whom any crime has been perpetrated or attempted, unless the person is accountable for the crime or a crime arising from the same conduct, criminal episode, or plan as crime is defined under the laws of this state or of the United States, or, if such person is deceased or incapacitated, the person's spouse, parent, child, sibling, grandparent, significant other, or other lawful representative. Any person under the age of eighteen years is considered incapacitated, unless that person is legally emancipated. It is the intent of the general assembly that this definition of the term "victim" shall apply only to the Victim Rights Act and shall not be applied to any other provision of the laws of the state of Colorado that refer to the term "victim".

13th Judicial District Victim Services Unit

The purpose of a Victim Services Unit is to provide comprehensive support and assistance to individuals who have experienced trauma, violence, or victimization. These units are dedicated to ensuring that victims are provided with the necessary resources, information, and emotional support throughout the various stages of their journey towards healing and justice. Victim Services Units aim to empower survivors, offering them a safe and non-judgmental space where they can share their experiences, and access counseling, advocacy, and legal guidance. By offering practical aid, emotional support, and education, these specialized units play a pivotal role in helping victims rebuild their lives, regain their sense of security, and find a path towards recovery and resilience. Through their tireless efforts, Victim Services Units strive to address the unique needs and challenges faced by victims, promoting their rights and well-being within the criminal justice system and society as a whole.
